1991 Dec 8
Russian leader Boris Yeltsin, Ukrainian Pres. Leonid Kravchuk, and Belarus Pres. Stanislav Shushkevich (1934-2022) met at a hunting lodge in Belarus to proclaim the Soviet Union null and void and to form a loose Commonwealth of Independent States. They declared the Soviet national government dead, forging a new alliance to be known as the Commonwealth of Independent States; the declaration later became known as the "Belavezha Accords".

Five Central Asian republics of the Soviet Union (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) agreed to join the new Commonwealth of Independent States (CIS) being organized by Russian President Boris Yeltsin.

In Azerbaijan former Communist party chief Geidar Aliyev (1923-2003) became head of parliament. A fifth of Azerbaijan was controlled by Armenian insurgents when Abulfaz Elchibey was ousted from the presidency and replaced by former Communist party chief Geidar Aliyev. Under Aliyev Azerbaijan joined the Commonwealth of Independent States in Sept.
