 In southern California Lucky Phounsy (32) was beaten, hogtied and shocked with a stun gun by sheriff’s deputies. He died several days later. In 2022 a federal jury in a civil rights trial awarded his family $85 million. In August a federal judge threw out threw out the award saying it was not supported by trial evidence.
