Australia said it will set up a defense school to train Pacific island militaries, amid mounting competition for security ties in the region and as China lays plans for a rival meeting to next month's Pacific Islands Forum.

Leaders arrived in Fiji for the 4-day Pacific Islands Forum, its first in-person summit in three years. Kiribati President Taneti Maamau has said in a letter his country would withdraw from the forum because it did not agree with terms of a deal brokered weeks ago to solve a rift between Micronesian states and other members, and wanted the meeting delayed.

US Vice President Kamala Harris, in a video address to the Pacific Islands Forum in Suva, Fiji, said US funding for Pacific islands would be tripled to $60 million a year for a decade, subject to approval by Congress.

Leaders from the Pacific Island Forum bloc began a two-day White House summit, at which the Biden administration seeks to compete with China for influence in the strategically important South Pacific. The United States announced "big dollar" assistance to Pacific island nations. The Solomon Islands said it wouldn't sign a proposed Declaration on the US-Pacific Partnership.
