The treaty constituting the Statute of the Council of Europe was signed by ten countries: Belgium, France, Luxembourg, the Netherlands and the United Kingdom, accompanied by Ireland, Italy, Denmark, Norway and Sweden. Robert Schuman, foreign minsiter of France, defined a country as European by its democratic and institutional adherence to common European values.
